There have been recent news which may point that India is slowly building up opinions, gauging international reactions to it conducting another nuclear test. And this will be a very China specific this time. The time line goes something like this:-
1. India launched nuclear submarine
2. China increased incursion or India increased news about incursion in its territory.
3. News leaks that Myanmar may be trying to assemble nuclear weapon.
4. USA trying to put pressure on India to sign CTBT.
5. India deploys new generation aircraft in its troubled NE region to counter Chinese build up.
6. Recently, one of the top scientists of nuclear test of 1998, speaks out need for few more testing of Indian nuclear weapons.
7. Experts by western world worrying that India is going to test nuclear weapon soon.

May 27th, 2009 — North Korea, World Affairs
Recently, North Korea has conducted a nuclear test, few missile test. They have done those testing after world wide condemnation of their previous long range missile or satellite ( depending on which side you are) test. And within 6 weeks, they have done it again after showing a middle finger to world opinion and specially to the so called sole super power of the world, United States of America. This is in stark contrast to Iraq. Here are the news:

SEOUL, May 25 :The Democratic People’s Republic of Korea successfully conducted one more underground nuclear test on May 25 as part of the measures to bolster up its nuclear deterrent for self-defence in every way as requested by its scientists and technicians.
“The current nuclear test was safely conducted on a new higher level in terms of its explosive power and technology of its control and the results of the test helped satisfactorily settle the scientific and technological problems arising in further increasing the power of nuclear weapons and steadily developing nuclear technology.

As per report and as per schedule previously announced by North Korea, it has tested its new rocket on 5th April 2009.
SEOUL, South Korea — North Korea defied the United States, China and a series of United Nations resolutions by launching a rocket on Sunday that the country said was designed to propel a satellite into space, but that much of the world viewed as an effort to prove it is edging toward the capability to shoot a nuclear warhead on a longer-range missile. Many countries have reacted on their known lines, USA condemns it and asks for strict action or punishment against North Korea, while China and Russia are opposing USA.
